Community land trusts (CLTs) remove land from the speculative market by placing it in a nonprofit, community-controlled entity. Homeowners purchase only the structure—not the land beneath it—through a 99-year ground lease that caps resale price appreciation at a fixed formula, typically 1.5-3% annually. The result: a permanently affordable home that cannot be flipped for profit.

Between 2021 and 2026, the number of active CLTs in the US and UK surged from roughly 270 to over 760, according to the National Community Land Trust Network, driven by a housing affordability crisis that has pushed median home prices above 6x median household income in 72% of US metro areas.

"The CLT model solves the fundamental contradiction of affordable housing policy," says Tony Pickett, CEO of Grounded Solutions Network. "Conventional affordable housing subsidies create affordable units for 15 or 30 years, then they revert to market rate. CLTs lock in affordability forever with a single upfront subsidy. The math is compelling: a $75,000 subsidy for a CLT home keeps it affordable in perpetuity, whereas the same subsidy on a market-rate affordable unit needs to be renewed at much higher cost every few decades." The London Community Land Trust delivered 68 permanently affordable homes in the Lewisham borough in May 2026, priced at £145,000—roughly one-third of the average London property price—with a resale formula that ensures the homes rise in value only in line with local median income growth, not property market speculation.

The oldest continuously operating urban CLT in the United States, Dudley Neighbors Inc., was founded in 1988 in Boston's Roxbury neighborhood. Over 36 years, it has stewarded 226 permanently affordable homes and 30,000 square feet of commercial space. Not one household has been displaced by rising rents—a statistic unmatched by any market-rate housing program in Boston.

The Champlain Housing Trust in Burlington, Vermont, the largest CLT in the US with 680 homes, reports that its homeowner default and foreclosure rate during the 2008-2010 housing crisis was 0.4%, compared to a national rate of 4.6% for conventional mortgages—evidence that CLT residents are more financially stable because their housing costs do not consume unsustainable portions of their income.

In May 2026, the Biden administration's Housing Supply Action Plan allocated $5 billion specifically for community land trust acquisition and development, recognizing the model as the most cost-effective permanent affordability tool available. The funding enables municipalities to contribute public land to CLTs at zero or nominal cost—a strategy already deployed successfully in Brussels, where the Community Land Trust Brussels has launched 24 housing projects serving 900 households on public land contributed by nine municipal governments.

In Detroit, the City Council voted in April 2026 to transfer 450 city-owned vacant lots to the Detroit Community Land Bank Authority for CLT development, targeting households earning 30-60% of area median income. The combination of free public land and the CLT affordability structure makes new-construction CLT homes deliverable at $120,000-$180,000 per unit, a price point that conventional developers cannot approach.

The international CLT movement has accelerated dramatically. The Caño Martín Peña CLT in San Juan, Puerto Rico, successfully transferred land title for 2,000 informal-settlement households to a community-controlled trust in 2024, preventing the displacement that typically follows infrastructure improvement in informal neighborhoods. Similar models are now being adopted in Nairobi, Kenya and Cape Town, South Africa, where CLT advocates argue that community land tenure is the only viable path to formalizing informal settlements without triggering gentrification. "CLTs aren't just a housing policy tool—they're a wealth-building strategy for communities excluded from the property market," argues Janelle Chan, co-director of the Center for Community Land Trust Innovation. "Every CLT home creates a family with stable housing costs, building savings that can be invested in education and entrepreneurship rather than consumed by rent."
